"The incident allegedly took place at Vetic Pet Clinic in Manpada," a police official said on Tuesday.

Shama Dilip Shirodkar, a 42-year-old veterinary officer in Thane Municipal Corporation, filed the formal complaint. According to Shirodkar, she received a video clip from Indranil Manik Roy, an Animal Welfare officer in Thane district, depicting the horrifying act of animal cruelty. Shirodkar, along with her colleagues, reached Vetic Pet Clinic on Tuesday, around 1 pm, where the incident took place.
The two individuals seen in the video have been identified as Mayur Michael Adhav, 19, a resident of Matunga, and Prashant Gaikwad, 20, a resident of Murbad, an official said.
According to sources, the Chitalsar Manpada police have registered a non-cognizable offense under Section 11(1) of the Prevention of Cruelty to Animals Act, 1960. However, animal activists are demanding that the police file a criminal case against the two individuals and ensure strict action is taken to serve justice for the abused pet.
Amar Singh Jadhav, Deputy Commissioner of Police, Zone 5, Thane, said, "We have detained two people, one was beating the pet dog, and the other was recording the video. We are in the process of filing a complaint and are further investigating the matter. The reason behind the beating is yet unclear and is being investigated."
