Free health coverage of up to Rs 25 lakh for all Delhi residents has been promised, following Rajasthan’s model. A one-year apprenticeship programme with a monthly stipend of Rs 8,500 for unemployed youth has been announced.

Eligible households will receive 300 units of free electricity, along with cooking gas priced at Rs 500 per cylinder and a free ration kit. The party has pledged to restore 15,000 Civil Defence Volunteers and reserve 33 per cent of state government jobs for women.
Senior citizens, widows, and persons with disabilities will be provided with a pension of Rs 5,000 per month. Congress has vowed to revive governance policies from Sheila Dikshit's tenure, focusing on infrastructure and social welfare.
The manifesto aims to tackle inflation and unemployment while ensuring financial relief for underprivileged sections. Congress MP Jairam Ramesh highlighted pollution as a major concern, criticising both the BJP and AAP governments for neglecting the issue.

Ramesh recalled Sheila Dikshit's efforts, including collaboration with the Japanese Government for the Yamuna Action Plan. The Delhi Assembly elections will be held on 5 February, with vote counting scheduled for 8 February, as 699 candidates contest for 70 seats.
