The Shakti Mills rape accused are regular offenders arrested for petty crimes. They have been arrested by the Railway Protection Force (RPF) several times in the past for stealing railway property.
Vijay Mohan Jadhav and Kasim Bangali work in a group of four and have been arrested by the RPF staff several times. In 2012, Central Railway had arrested Jadhav for theft of copper wire from the tracks.
Jadhav had also been earlier arrested by the Churchgate RPF for theft of copper wire. Bangali was arrested by the Byculla RPF staff on February 15, 2010, for stealing signal wire. He was imprisoned for one month as he could not pay the R1,500 fine. u00a0
